Role-Java Developer/Programmer- Senior
Location - Raleigh, NC
We are seeking an experienced Java Developer with strong Oracle database expertise to support the migration from the Safe Drinking Water Information System (SDWIS) to the Drinking Water State-Federal-Tribal Information Exchange System (DW-SFITES), both EPA software programs.
The Java Developer will provide advanced technical support for the existing SDWIS application while contributing to the design, development, integration, and migration activities required for DW-SFITES. This role requires strong experience with enterprise Java applications, Oracle databases, APIs, application migration, and production support.
Key Responsibilities
- Provide day-to-day operational support for the SDWIS application, including troubleshooting, defect resolution, and performance monitoring.
- Support the migration from SDWIS to DW-SFITES, including application redevelopment, data conversion, integration, and system transition activities.
- Design, develop, modify, test, and maintain enterprise-level Java applications.
- Develop, consume, modify, and troubleshoot APIs supporting system-to-system and external application integrations.
- Develop, optimize, and troubleshoot complex Oracle SQL queries, stored procedures, and data structures.
- Perform database performance tuning and support data management activities.
- Troubleshoot complex technical issues across the application and database stack.
- Participate throughout the requirements, design, development, testing, deployment, and maintenance lifecycle.
- Support migration planning, application cutover activities, and transition to the new platform.
- Collaborate with technical leads, project stakeholders, and EPA personnel to meet project milestones and maintain continuity of operations.
- Document application changes, technical processes, troubleshooting procedures, and development activities.
- Provide timely resolution of production defects and operational issues.
Required Qualifications
- 5+ years of experience designing, building, and maintaining enterprise-level Java applications.
- 5+ years of experience with complex Oracle database development, including query development, performance tuning, and data structure design.
- 5+ years of experience creating, consuming, and modifying APIs for system-to-system integration.
- 5+ years of experience migrating legacy applications to new platforms, including data conversion and system cutover planning.
- 5+ years of experience working across the full software development lifecycle, including requirements, design, development, testing, and deployment.
- 5+ years of experience providing operational support for live/production applications, including defect diagnosis and resolution under time constraints.
- Strong analytical, troubleshooting, and problem-solving skills.
- Ability to work independently while collaborating effectively with technical and business stakeholders.
Preferred Qualifications
- Experience supporting EPA or other federal/state government information systems.
- Experience with SDWIS, DW-SFITES, or similar environmental/public-sector systems.
- Experience using AI-assisted development tools, such as GitHub Copilot, ChatGPT, or Claude.
- Experience developing dashboards or reports using Power BI or Tableau.
- Strong written and verbal communication skills.
- Experience working in complex application modernization or migration projects.
