The Office of Education Technology, Division of School Data Services has received approval to fill Technical Analyst Contract Position #80 for the purpose, description and bill rate as described below.

This position would offer a hybrid work location schedule which is typically in alignment with the state's telework policy being on-site 3 days per week on average.

Technical Analyst Contract Position #80

Purpose:

This position supports enterprise-level data management services, including the Kentucky Student Information System (KSIS)/Infinite Campus. The analyst performs advanced analytical and technical work, including systems internal and external data requests as well as federal and state reporting.

Description:

  • Lead requirements gathering for complex education data reporting from Infinite Campus, the statewide student information system, to meet agency reporting needs. Analyze and prioritize requirements to ensure alignment with standards, strategic goals, and stakeholder priorities.
  • Perform systems analysis and technical solution design to define solutions that meet stakeholder needs. Document functional requirements, and coordinate with data stewards and system users to define reporting and system needs.
  • Design, develop, and validate complex SQL-based data extraction processes from enterprise student information systems to support statewide reporting and regulatory compliance requirements.
  • Test extract output and data quality for information loaded into systems. Use SQL database query and other database tools to compare datasets and evaluate data integrity.
  • Analyze database structures, integration processes, and system interfaces to identify root causes of data integrity issues and implement technical solutions. Communicate with system users about system and data integrity concerns, identify causes, and recommend solutions.
  • Define reporting needs, establish reporting calendar. Establish and maintain up-to-date documentation. Establish and document technical processes for reporting between systems; maintain up to date documentation on SharePoint that supports data reporting, extract development and quality assurance processes.
  • Demonstrate strong verbal and written communication skills, being proactive and taking initiative on tasks as assigned through completion to meet quality and timeliness expectations.
  • Perform other duties as assigned in support of maximizing data quality and use.

Required Experience/Education

· Minimum of a Bachelor’s degree in computer science, mathematics or an equivalent combination of education, training and experience that demonstrates the ability to perform SQL/database query work and data reporting responsibilities.

Preferred Skills

  • Experience with requirements gathering and documentation of functional requirements.
  • Experience testing data extracts to help ensure quality of data and consistency in reporting.
  • Proficiency in Microsoft O365 tools including SQL and data visualization platforms.
  • Strong verbal and written communication skills.
