The Organizational Location of the Position is Planning, Design, and Construction Section, Engineering Service, Central Texas Veterans Health Care System (CTVHCS), Temple, TX. The incumbent serves as a Project Manager on minor construction projects with the facility, design, construction, and management teams.

Duties
Help
Duties include, but are not limited to:
- Act as a negotiator and advisor to the contracting officer during the process of reaching a fair and reasonable cost for construction projects that are set aside for construction within the Service Disabled Veteran-Owned Small Business (SDVOSB) Program of the Small Business Administration.
- Sit on selection boards for A/E services and Energy Savings Performance Contracts (ESPC) contractors.
- Monitor and supervise national contracts involving Government-purchased and contractor installed high technical medical equipment (MRIs, Cat Scans, etc.). These contracts may be multimillion dollars in value.
- Monitor and supervise the design and construction phases of projects that are performed as a design-build contract. Compliance to Department of Veterans Affairs standards and regulations will be a critical element in these types of contacts and projects.
- Inspect construction work in progress to ensure the work complies with the contract.
- Coordinate the recording of any changes made during construction on construction drawings to ensure completion of as-built drawings for the record.
- Coordinate construction contract activities, VA work, and hospital functions to ensure minimal interruption of hospital functions and minimal construction delays or problems.
- Create simple to complex construction drawings and documents for station level projects.
- Monitor and supervise the construction done by the in-house construction team.
- Identify work or contracts requiring Project Environmental Reviews.
- Modify and maintain the space files/drawings to ensure that all the impacted areas reflect their new configurations.
- Maintain all the Capital Assets Database to ensure all changes of the allocation of space is always accurate. Inaccuracies in the database can result in a loss of projects the direct areas of need.
- Act as an advisor or consultant to contracting officers during the process of developing and completing property leases.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices and materials.Basic Requirements: Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
- Planner and estimator who analyzed designs for production purposes.
- Instrument maker or model maker who performed design or development work on devices fabricated.
NOTE: Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
You may qualify based on your experience and/or education as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizing automated drafting to prepare drawings and engineering design management for construction projects involving maintenance, alterations, repair, or addition of buildings, equipment, utility systems and minor improvements; Interpreting, selecting, adopting, and applying numerous guidelines applicable to engineering design and the building trades; Reviewing contractor's equipment and material submittals and drawings to determine if they meet the government specifications; Monitoring construction projects for the quality of materials and work performed by contractors and ensures that the contractor follows the drawings and specifications; Preparing detailed cost estimates for planning, design and construction project submissions. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two full years of graduate education or a master's degree (education MUST be directly related to the work of the position). (TRANSCRIPTS REQUIRED) OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) can be credited toward the experience/education combination qualification.
