About the job
Role: Legacy Systems Application Engineer / IT Consultant - OpenVMS & Oracle Rdb
Location: East Elmhurst, NY (Hybrid/on-site and remote work may be available depending on assignment and security requirements)
Duration: Long Term
About the Opportunity:
The client is seeking to identify experienced technology professionals with expertise in legacy application support, OpenVMS, Oracle Rdb, and mission-critical financial or transaction-processing systems. The Department operates IFCOM, a mission-critical financial application supporting accounts and related transactions for persons in custody. The system has evolved over several decades and operates in an environment that includes OpenVMS, Oracle Rdb, ACMS, DECforms, C/C++, DCL, BASIC, Fortran, SQL, and related technologies.
Professionals supporting this environment may assist with production support, application maintenance, database administration, incident resolution, documentation, knowledge transfer, system stabilization, and longer-term modernization initiatives.
Responsibilities:
- Diagnose and resolve production incidents, application errors, batch failures, interface issues, data anomalies, and performance problems.
- Maintain, test, and support application components developed using technologies such as C/C++, DCL, BASIC, Fortran, SQL, ACMS, and DECforms.
- Support applications operating on OpenVMS and databases using Oracle Rdb.
- Troubleshoot reports, interfaces, extracts, scheduled jobs, reconciliation processes, and controlled data corrections.
- Perform root-cause analysis and recommend preventive improvements.
- Support integrations between financial applications and other operational systems.
- Assist with database integrity, backup and recovery, performance, and SQL-related work.
- Develop technical documentation, operational procedures, runbooks, system inventories, build instructions, and data-flow documentation.
- Participate in knowledge-transfer sessions and work alongside other technical personnel.
- Support modernization, virtualization, migration, data extraction, and replacement-system planning where appropriate.
These responsibilities reflect the application operations, maintenance, documentation, and optional project-support activities currently being evaluated by the client.

Candidates with substantial experience maintaining mature or legacy financial and transaction-processing applications are encouraged to express interest even if they have not previously worked with IFCOM.
Experience with older enterprise technology is valuable in this opportunity. Professionals who have worked with OpenVMS, DEC/VAX environments, Oracle Rdb, ACMS, DECforms, or applications written in languages such as DCL, BASIC, Fortran, C, or C++ may have particularly relevant backgrounds.
Professional Skills:
Successful professionals should be able to:
- Troubleshoot complex production systems methodically.
- Work with limited or incomplete legacy-system documentation.
- Understand dependencies across applications, databases, interfaces, infrastructure, and operational processes.
