The primary purpose of this position is: to ensure optimal resource decisions are made and executed across Civil Engineer activities, and ensure data information from all shops are applied to the applicable Asset Management Plan (AMP) and other investment and execution plans. Manages and executes Asset Management Plans (AMP) and/or Sub-Asset Management Plans (Sub-AMP) for entire installation. Analyzes and manages asset data related to a facility, system, or systems within assigned portfolio. Integrates and synchronizes Operations Flight work force for SMS data standards, collection, and analysis. Integrates and synchronizes Operations Flight work force for PM. Manages PM program in the appropriate approved IT system (e.g. NexGen IT) and maintains records IAW prescriptive requirements. Integrates and synchronizes Operations Flight contract project development, review, construction, and integration, and warranty management pertaining to respective portfolio.

Knowledge, Skills, and Abilities (KSA):
- Knowledge in Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities.
- Knowledge of CE work control, customer service, operations/maintenance management procedures, and functions and procedures of each type of CE work centers.
- Knowledge of AFI's, practices, and procedures pertaining to CE operations and ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions.
- Knowledge of Computerized Maintenance Management and SMS, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook).
- Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities; real property management; and economic usage to effectively accomplish assigned functions.
- Knowledge of analytical and diagnostic methods, procedures, and principles, and surveying methods, equipment, and techniques of measurements to identify project requirements.
Additional Position Requirements:
Practical knowledge of, and skill in carrying out, standard procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Engineering.
Practical knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking and coordinating the execution of work requirements; and performing quality assurance and data analysis in support of maintenance and repair optimization activities.
Knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services.
Knowledge of safety and security principles for government facilities and organizations and the ability to apply safety, security, and environmental standards, regulations and requirements.
Knowledge of basic facility programming; governing documents such as AFTs, DoDTs and UFCs; work classification and prioritization; Civil Engineering organization and hierarchy; and Civil Engineering policies, procedures, playbooks, and guidebooks.
Skill in reading and interpreting paper- or computer-based reports to determine deficiencies and prepare complete documentation for maintenance management and investment planning.
Skill sufficient to oversee and implement a program involving identification and resolution of difficult issues or problems such as determining facility deficiencies and appropriate corrective action; developing maintenance concepts, including forecasting maintenance and repair, preventive maintenance, and establishing initial repair and replacement factors; and analyzing facility and equipment requirements against technical program facility needs.
Ability to use automated CE TT systems (such as SMS and CMMS).
Skill in collecting, organizing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools in order to portray trends, findings, and visualizations to support and drive decision making.
Ability to communicate effectively both orally and in writing, clearly, concisely, and with technical accuracy to brief supervisor, committees, and other groups to maintain good working relationships; gather information; and prepare analyses of problems and reports.
