Senior IT Program Manager
Role Overview
We are seeking an accomplished, strategic, and high-impact Senior IT Program Manager to lead complex, multi-workstream technology initiatives across business and IT portfolios. In this role, you will orchestrate enterprise-wide software development and infrastructure deployment projects, managing scope, schedules, and program financials ranging from $2M to $50M+ while ensuring strict alignment with organizational goals.
This is a senior leadership position for an autonomous program manager who excels at executive communication, cross-functional matrix coordination, and risk governance. You will partner directly with business sponsors, IT leadership, and Steering Committees to drive project delivery, oversee vendor relationships, and mentor project managers within the PMO. Key Responsibilities
Program Leadership & Executive Communication
Executive Steering: Oversee continuous communication with business and IT leadership, project teams, and executive sponsors; lead the creation and presentation of updates for Program Steering Committees and IT Senior Leadership.
Portfolio Coordination: Manage demand across multiple business areas for projects supporting the program portfolio-coordinating resource allocation, project dependencies, estimation, and scheduling.
Stakeholder Alignment: Act as a senior advisor and escalation path for project managers regarding complex scope changes, conflicts, and risk mitigation.
Financial, Schedule & Vendor Governance
Program Budgets: Lead program and project financial management, tracking planned versus actual resource utilization, capital and expense expenditures, and portfolio-level reporting for programs valued up to $50M.
Procurement Management: Oversee vendor relations and procurement workflows for large-scale projects, including vendor selection, contract negotiation, and performance monitoring.
Risk & Change Management: Implement robust risk, issue, and change management processes aligned with PMO standards to protect project scope and delivery timelines.
PMO Operations & Process Maturity
Methodology Enforcement: Apply and refine scheduling techniques, critical path analyses, and governance standards across project teams utilizing both Agile and Waterfall frameworks.
Strategic Roadmapping: Facilitate and actively contribute to the ongoing development and maturity of IT PMO practices, policies, and tooling.
Qualifications & Requirements
Minimum Qualifications
Education: Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related technical discipline.
Training & Certification: Professional Project Management certification (e.g., PMP) or recognized equivalent.
Experience Baseline:
oMinimum of 10+ years of professional experience in project and program management with a strong background in team development and PMO operations.
oMinimum of 7+ years in an information technology capacity with comprehensive understanding across applications, databases, networking, telecommunications, and connectivity.
oProven experience managing large-scale enterprise application development or infrastructure deployment programs.
Technical Mastery:
oMaster-level proficiency with the Microsoft Office Suite (Visio, Excel, PowerPoint, Outlook, Word).
oWorking proficiency with enterprise project portfolio management tools such as Clarity, Jira, and Confluence.
oDeep understanding of enterprise infrastructure platforms, security policies, and compliance procedures.
Core Competencies: Exceptional executive-level presentation and communication skills; strong leadership, negotiation, mentoring, and matrixed resource management capabilities.
Preferred Attributes
1+ years of hands-on experience managing complex projects within an Agile framework.
Direct background managing multi-vendor technology transformations within heavily regulated enterprise environments.
