Job Description
Database Administrator II
Performs complex (journeylevel) database administration work. Work involves providing support in daytoday database administration operations and planning; providing for the efficient and effective storage, retrieval, customization, and archiving of data to ensure integrated database systems; adhering to database policies and procedures; and maintaining and verifying data integrity. The ability to work in multiple database environments and to create, maintain connections to each such as Oracle, Tableau datasets and Snowflake. This position is also responsible for troubleshooting and resolving database issues as they are reported. Works under general supervision with moderate latitude for the use of initiative and independent judgment.
Essential Job Duties
This position:
- Evaluates and reviews database performance monitoring, implements efficiency improvements, and modifies existing databases and database management systems.
- Assists with the design and maintenance of database structures, and develops policies and procedures designed to ensure the integrity of the database environment.
- Recommends and assists with the implementation of necessary database security standards and controls.
- Designs, recommends, and implements procedures necessary to save and recover databases from hardware and software failures.
- Oversees logical and physical data modeling, evaluates relational database models, and reviews physical data models created from logical data models.
- Assesses future information requirements and develops goals and objectives for the improvement and use of an efficient and costeffective database system.
- Assists with the migration to new data management system software levels.
- Performs other duties as assigned.
Minimum Qualifications
This position requires:
- Graduation from an accredited fouryear college or university with major course work in computer science, management information systems, or a related field is generally preferred.
- One year s experience with Oracle databases, computer programming work, and computer systems analysis.
- One year's experience writing, optimizing, and troubleshooting complex SQL queries, stored procedures, and functions.
- One year s experience collaborating with developers on schema design and SQL tuning for web applications.
- One year s experience with Tableau, Power BI, or equivalent data analysis and visualization tool.
- Regular work attendance.
- Travel may be required for up to 5% of the time. If travel is 10% or more, you must maintain a state of Texas Driver s License.
Substitution language:
Education and experience relevant to position requirements may be substituted for one another on a yearforyear basis.
Preferred Qualifications
Preferences for this position include:
- Experience working for a government agency.
- Demonstrated ability to develop effective data architectures and create robust, well structured data models.
- Proficiency in performance tuning, query optimization, indexing strategies, and analyzing execution plans.
- Scripting experience (PowerShell, Bash, or Python) to automate SQL tasks and operational workflows.
- Experience implementing and maintaining database security, permissions, and auditing controls
- Experience in the design and delivery of efficient, scalable data pipelines from structured sources into an enterprise data lakehouse.
- Experience maintaining end to end data quality and support metadata management for transactional and analytical systems.
Knowledge/Skills/Abilities
This position requires demonstrated knowledge of:
- State laws, rules, procedures, and regulations relevant to job requirements.
- The principles, practices, and techniques of computer programming and systems design.
- Computer operations, systems, and procedures.
- Project control and cost estimating techniques.
- Computer programming languages. Such as: (Oracle SQL, PL/SQL)
- Data processing flowcharting techniques.

This position requires demonstrated skill in:
- Problem solving and critical thinking.
- Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint.
- Using personal computers sufficient to enter and extract data from related systems and programs, such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job.
This position requires the demonstrated ability to:
- Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
- Maintain the confidentiality of sensitive information.
- Analyze and solve workrelated problems and work independently on a variety of administrative work and technical assignments.
- Manage and coordinate multiple tasks and priorities to meet necessary deadlines.
