Responsibilities

Responsible for managing contract and grant (C&G) budgets and project compliance from both FSU and FAMU within assigned college departments, including Mechanical & Aerospace Engineering and Electrical & Computer Engineering. Performs specialized C&G budgetary services, accounting services, and activities related to C&G budgetary reports, long-range budget planning, allocation of funds, and monitoring of financial reports for designated C&G budgets. Serves as a liaison between the Department, College, funding agencies, Research Foundation, Sponsored Research, and other relevant organizations.

Responsible for post-award financial and administrative management of assigned C&G portfolios at both FAMU and FSU. Monitors and reconciles awards monthly; tracks expenditures, encumbrances, salary commitments, subawards, and other planned costs; and maintains forward-looking projections of available balances through project end dates. Meets regularly with (Principal Investigators) PIs to review financial status, burn rate, projected balances, and required actions. Processes and supports rebudgets, budget amendments, procurement, travel, FACET (effort reporting)-related C&G questions, financial reporting, records management, and project closeout. Proactively identifies projected deficits, unspent balances, expiring funds, and other financial or compliance concerns and works with PIs and appropriate University offices to resolve them.

Responsible for pre-award support for assigned faculty and units. Reviews solicitations and sponsor guidelines for eligibility, budget caps, cost-sharing obligations, finance and administration limitations, and submission requirements, and advises PIs accordingly. Develops and analyzes complex proposal budgets, including multi-year, cost-share, and subaward budgets, and drafts corresponding budget justifications. Applies federal, state, University, and sponsor regulations in budget construction. Collects and verifies subrecipient commitment documentation. Prepares and routes proposals in RAMP system and coordinates with Sponsored Research at FSU and FAMU to meet internal and sponsor deadlines.

Serves as a departmental resource for grants administration and interprets applicable University, sponsor, and regulatory requirements for faculty and staff. Monitors assigned portfolios for financial and compliance risks, communicates concerns promptly to PIs and appropriate leadership, and recommends corrective actions. Supports consistent College grants-management procedures, timelines, internal controls, and process improvements in coordination with Research Office leadership and central University offices.

Improves grants administration processes through data analysis, reporting, and development of procedures and training materials. Participates in Sponsored Research training and communicates procedural changes to assigned departments. Supports grants-related special projects and other sponsored research duties as assigned.

Qualifications

Bachelor's degree and three-years of experience; or high school diploma/equivalent and experience equal to seven years. (Note: post-high school education can substitute for experience at the equivalent rate.)

This position requires successful completion of the eSPEAR Certification or ability to obtain the certification within 6 months of hire.

Preferred Qualifications

  • Knowledge of Uniform Guidance.
  • Knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP).
  • Knowledge of federal, state, and private sources for contract and grant funds.
