The Air Force Civilian Service (AFCS) is looking for a full time, Senior Computer Engineer, (GG-0854-14), working at the U.S. Strategic Command (USSTRATCOM), Offutt Air Force Base (AFB), in Bellevue, Nebraska.
Salary ($127,003 - $165,148) based on experience
This position may offer relocation and/or recruitment incentives based on experience.
This is a DoD Cyber Excepted Service (CES) Personnel System position aligned under authorities of Section 1599f, of Title 10, Chapter 81 United States Code and DOD Instruction 1400.25-V3007.
Required 3-year probationary period for new Federal government appointments.
CES applies and documents Veterans' Preference IAW DoDI 1400.25, Volume 3005.

Qualifications/Requirements:
In this position you will serve as a senior computer engineer and technical expert to
USSTRATCOM leadership in the respective Directorate. You will oversee computer engineering architecture and solutions for assigned mission and enterprise IT needs. Provide guidance on cyberspace systems engineering, recommend new technology exploitation, and develop strategies to address evolving mission requirements.
Must be able to obtain & maintain a "Top Secret/SCI" Security clearance
Incumbent may be required to undergo a counterintelligence-scope polygraph examination.
This position is designated as a Drug Test Designated Position
This position includes Cyberspace work as a paramount duty requirement. The incumbent must meet foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months.
This position is designated as an acquisition position. The incumbent must be able to obtain and maintain Defense Acquisition Work Improvement Act (DAWIA) certification requirements within 24 months of assignment.
MINIMUM EDUCATIONAL REQUIREMENTS
Bachelor of Science degree: to be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished:
- A thorough knowledge of the physical and mathematical sciences underlying engineering
AND
- A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)
OR
- Licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
Mastery of advanced computer engineering principles, theories, and concepts to serve as a senior technical authority on enterprise and National Nuclear Command, Control, Communications, and Computers (N2C4) systems, and to develop novel solutions for problems where engineering precedents are inadequate or do not exist.
Expert knowledge of the design, development, integration, and lifecycle management of critical Command and Control (C2) systems, architectures, and infrastructures, including datacenter capabilities, cybersecurity solutions, and high-availability networks in a 'no-fail' mission environment.
Comprehensive knowledge of DoD, Joint Staff, and inter-agency IT policies, standards, governance structures, and the Joint Information Environment (JIE) to ensure compliance, reduce redundancies, and achieve unity of effort across multiple combatant commands and national-level agencies.
In-depth knowledge of DoD acquisition regulations, practices, and procedures to provide technical oversight of major IT support contracts, develop and review independent government cost estimates (IGCE), and create and score incentive fee plans for contractor engineering performance.
Skill in communicating complex technical information and negotiating solutions with a wide range of audiences, from engineers and project managers to senior executive leadership (e.g., POTUS, SECDEF), joint commands, and external agency partners, to provide authoritative advice and influence critical decisions.
Ability to plan, organize, and direct exceptionally complex, and often unprecedented, engineering projects of national significance, integrating emerging technologies and resolving critical issues related to cost, schedule, and performance in high-stakes environments.
Ability to perform complex and comprehensive technical analyses of IT systems and architectures to assess technical ramifications, mitigate risks, and establish new standards, methods, and procedures that serve as a model for future engineering efforts across the command.
HIGHLY DESIRED
- A professional degree at the bachelor's level in computer engineering, electrical engineering, mechanical engineering, or other related fields of engineering, computer science, or mathematics from an ABET accredited institution
