The Air Force Civilian Service (AFCS) is looking for a full time, Computer Engineer, (GG-0854-13), working at the U.S. Strategic Command (USSTRATCOM), Offutt Air Force Base (AFB), in Bellevue, Nebraska.

Salary ($107,501 - $139,753) based on experience

This position may offer relocation and/or recruitment incentives based on experience.

This is a DoD Cyber Excepted Service (CES) Personnel System position aligned under authorities of Section 1599f, of Title 10, Chapter 81 United States Code and DOD Instruction 1400.25-V3007.

Required 3-year probationary period for new Federal government appointments.

CES applies and documents Veterans' Preference IAW DoDI 1400.25, Volume 3005.

Qualifications/Requirements:

In this position you will serve as a professional computer engineer and technical expert for enterprise IT systems, responsible for defining and translating engineering requirements into system designs and specifications, evaluating and recommending technical solutions, and supporting acquisition and development activities.

Must be able to obtain & maintain a "Top Secret/SCI" Security clearance

Incumbent may be required to undergo a counterintelligence-scope polygraph examination.

This position is designated as a Drug Test Designated Position

This position includes Cyberspace work as a paramount duty requirement. The incumbent must meet foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months.

MINIMUM EDUCATIONAL REQUIREMENTS

Bachelor of Science degree: to be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished:

  1. A thorough knowledge of the physical and mathematical sciences underlying engineering

AND

  1. A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)

OR

  1. Licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

Advanced knowledge of professional computer engineering concepts, theories, principles, practices, methods, as well as operational procedures and testing techniques sufficient to analyze and evaluate new solutions for improving

the design, development, installation, operation, security, and/or maintenance of complex IT systems/subsystems and supporting infrastructure or architectures.

Advanced knowledge of computer engineering research, development, testing, and evaluation methodologies sufficient to apply experimental theories and new applications to issues; to provide technical advice and direction in support of systems, subsystems, and/or support equipment; and to plan, design, test, troubleshoot, and evaluate the development and/or sustainment of enterprise information technology infrastructures.

Knowledge of project management concepts and principles sufficient to establish and consolidate technical requirements, lead technical teams and assess contracted engineering deliverables, develop and/or assess potential technical solutions from business case value perspective for selection of the most optimal and sustainable solution, and manage solution implementation.

Knowledge of standard acquisition regulations, practices, and procedures; procurement laws and principles; and a wide range of contracting methods, types, and procedures of acquisition and contract surveillance regarding their application to IT programs sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of enterprise information technology infrastructure to include lifecycle management.

Skill in devising and evaluating criteria, parameters, characteristics, and interrelationships for design approaches; and in assessing the impact of new technology on current systems and processes.

Ability to analyze, test, and evaluate the design, development, and documentation of complex hardware/software products and components.
