This position is located in District 02/Unit 170, Orleans Parish of the Department of Transportation and Development and reports directly to the Engineer 8 (ADA-Engineering). The incumbent exercises independent professional judgment, resolves complex technical and delivery issues, and interprets unforeseen conditions as they arise in order to maintain program objectives. The incumbent maintains required professional licensure and participates in continuing education and professional development activities necessary to support program delivery, technical leadership, and regulatory compliance.

Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Three years of licensed engineering experience; or
Seven years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information
Job Duties:
- Program Delivery: Administers the Districtwide highway preservation program. This position will manage all aspects of the program including scope, budget, design, delivery schedule, and overall performance.
- Design/Plan and Specification Development: Oversees the preparation of construction plans for pavement preservation, contract maintenance, safety and other related projects at the District level.
- Water Resources: Provides oversight and coordination for dam safety inspections, hydraulic studies, drainage, flood control, surveying, and storm water co-permittee activities in coordination with Parish and the statewide Environmental Section. Participates in Public Works project review and oversight.
- Consultant Contract Administration: Administers consultant contracts for design of District Preservation projects by developing project scopes, negotiating contract fees, monitoring consultant progress, administering contract provisions, approving invoices and reviewing the acceptability of final plans.
- Districtwide Survey Program Administration: Oversees the districtwide surveying program by managing all survey activities performed by in house staff and contracted survey firms.
